The solution to such a problem depends on the estimation of the emission reduction achieved through the project as compared to a “business as usual” scenario. In such a context, obviously, the choice of the correct methodology for defining the baseline of the project and for monitoring the effective emission reduction is absolutely crucial. All the methodologies must be approved by the CDM Executive Board. New methodologies may be submitted by the DOE to the Executive Board for the approval prior to the submission of a project.
